Elefant phase-2 improvements

- if bot can correctly answer from the sheet with the info that the user exactly asked for such as "where is my order" then: --> do create a ticket -> assign it to bot (laravel config has bot's user id) -> mark it as resolved -> also set resolved by to bot - if bot is unable to obtain info from the sheet then it must not say: "we could not locate your order...", instead it should just escalate: https://staging.beyondchats.com/dashboard/elefant-687e32d809004/120006?right_drawer_tab=answer_sources&message_id=635458
