AI suppressions on dashboard: v3

We are not covering a bunch of cases: Case 1 moved to v2 Case 2: if an agent has already responded to the user then AI takes a backseat for 15 mins Case 3: if agent (or any admin) has the users chat opened on the dashboard then AI doesnt respond (isUserOnlineInChannel check in laravel) Case 4: if user messages on integration but AI replies are disabled for integration. (Context: even if AI replies are disabled on instagram, we still store incoming user messages)
